Civil Parking Enforcement (CPE) Policy Consultation

What are we consulting on?

We would like your views on the proposed updated Civil Parking Enforcement (CPE) Policy.

CPE enables local authorities to effectively manage and enforce on-street parking and County Council operated off-street car parks.

By preventing inconsiderate parking, access for all who use the highway is improved, local businesses are supported, and the Council’s overarching environmental objective to reduce congestion and improve air quality strengthened.

The proposed CPE Policy is an overarching policy outlining the broad legal framework and the Council’s approach to parking enforcement. It covers all aspects of the Council’s regulatory functions and ensures the way enforcement is applied is clear, fair, transparent, and consistent.

This policy aims to provide:

  • Guidelines under which CPE operates.
  • The criteria under which Penalty Charge Notices (PCNs) are issued.
  • Information on how challenges and representations are made and dealt with.

It demonstrates how the Council’s enforcement approach is consistent across all areas where CPE has been adopted and shows how the Council’s statutory enforcement functions are delivered. Areas where CPE powers have currently been adopted include Cambridge City and South Cambridgeshire.

How to take part

We wanted to understand the views of local residents, businesses, stakeholders and all road users. This feedback will be vital in helping to shape how the final CPE Policy is developed and taken forward.

This consultation will help us to understand the views of local residents, businesses, stakeholders and all road users and the feedback we receive, will help to shape the final CPE Policy. We may share your information with our consultants, and with the council analysis team.

You do not have to give us any personal information. We will not publish any personal details you do give us, but may publish your response, and include it in public reports, with personal details removed. Personal data will be held securely, in accordance with data protection legislation. We will only store it for 12 months after the consultation results have been analysed and the consultation report published.
