We would like to hear your views on the Milton Road area parking scheme.

Following a period where delivery of new parking schemes in Cambridge was paused, Cambridgeshire County Council’s Highways and Transport Committee agreed at its meeting on 4 November 2021 to restart the programme and requested GCP to initiate delivery of new residents’ parking schemes.

The Resident Parking Scheme covering the Ascham, Elizabeth, and Hurst Park areas has been developed in line with resolutions put forward by the Milton Road Local Liaison Forum, and also following requests from Local Resident Associations and Councillors.

Proposal

The intention is to ensure that residents in the Milton Road area have priority over parking within their area, whilst also ensuring that the needs of local businesses and community facilities are taken into account.

The introduction of a residents’ parking scheme ring fences available parking spaces to those people who live in the area. It should enable those who regularly find it difficult to park within a reasonable distance of their home due to other competing parking demands, to find a space.

A combination of resident parking bays (where only vehicles with permits can park), pay & display bays and/or limited waiting bays (which enable short-stay non-permit parking for those using local facilities) may be proposed.

The removal of current free on-street parking spaces and the road safety improvements that a scheme brings aims to reduce congestion, reduce air pollution and generally improve the local environment for everyone.

The Greater Cambridge Partnership has agreed to fund the implementation costs for resident parking schemes in Cambridge. This includes removal of the additional one-off set up cost historically paid by permit holders.

How will it work?

To park in a scheme during the operational hours a valid permit will be required and must be displayed in the vehicle. A permit does not guarantee a space.

A Penalty Charge Notice (PCN) may be issued to any vehicles not displaying a valid permit when parked in a resident-only bay during the scheme’s operational hours.

The outcome of the scheme will mean overall parking spaces may be reduced to accommodate the possible introduction of features such as limited waiting bays and also to ensure clear access for service and emergency vehicles.

However, it must be remembered that the scheme would remove non-resident parking, which should free-up space for residents.

Permits

Please note that the following information is subject to change.

Residents’ permits are limited to three per household and per year. Visitor permits are limited to 20 per applicant (each permit allows five visits of up to one day in duration) per year. Other permits are available such as free medical, tradespeople and business permits.

The annual permit charge depends on the scheme and hours of enforcement. The proposed permit costs for this scheme are:

  • Residents’ permits £54 per year
  • Resident motorcycle permit £27 per year
  • Business parking permit £78 per year
  • Visitors’ permits £13
