Cambridgeshire County Council are applying to the Secretary of State via the Department for Transport (DfT) for civil powers to enforce bus lane regulations under Part 6 of the Traffic Management Act 2004 (TMA) across the district of Huntingdonshire. This follows and complements, the County Council’s application for Civil Parking Enforcement (CPE) powers which will be submitted to the Secretary of State in Spring 2024.
If the powers were received, the County Council would be able to introduce measures to enforce bus lane restrictions across Huntingdonshire using Automatic Number Plate Recognition (ANPR) technology to identify drivers that breach restrictions. Similar to those measures introduced in Cambridge City a number of years ago.
By preventing inconsiderate and obstructive parking, access for all who use the highway is improved, bus journey reliability enhanced, active travel encouraged and the Council’s overarching environmental objective to reduce congestion and improve air quality strengthened.
If the County Council’s application to the DfT is successful, it is expected that enforcement will commence in winter 2024.
Currently the above restrictions can only be enforced by the Police with fixed penalty notices resulting in fines and/or endorsement points. If these powers were to be adopted by the County Council, offences would be treated as a civil matter and a Penalty Charge Notice (PCN) would be issued.

The findings from this engagement will help to inform any decision made by the County Council regarding which sites may be consider for camera enforcement as part of our application to the DfT.
